Master of Public Administration

Master of Public Administration at HICL

Running public services is not the same as running a business. Decisions involve politics, statute, public scrutiny, fairness as well as efficiency, and the inability to walk away from "unprofitable" citizens. The Master of Public Administration is for people who already work in this environment - civil servants, local government officers, NGO leaders, health and education administrators - and want a postgraduate qualification that treats their world on its own terms.

It is not a generic management degree. It is a serious engagement with the specifics of public administration: governance, accountability, policy implementation, public finance and ethical leadership.

Why public administration deserves its own master's

Public organisations face problems an MBA mostly ignores: democratic accountability, statutory duties, multi-stakeholder coalitions, citizen engagement, the politics of resource allocation. The Master of Public Administration takes these head-on. Expect to think hard about how policies survive the journey from ministerial statement to frontline delivery, where they break down, and how good leadership and design improve outcomes.

Who This Master's Is For

• Mid-career civil servants targeting senior policy or operational roles.
• Local government officers preparing for director-level posts.
• NGO and third-sector leaders managing public-funded programmes.
• Health, education and regulatory professionals stepping into strategic leadership.

Career Pathways

Graduates of the Master of Public Administration typically progress into senior policy, programme leadership, executive officer, head of service or strategic adviser roles within government, regulators, NGOs and public-purpose organisations. Some move into consulting roles serving the public sector. Career outcomes depend on your existing role, jurisdiction and political environment.
